Steven is a graduate of the University of Houston with a BS in Construction Technology and a BBA in Marketing. He has over 40 years of experience in highway environmental planning. He has performed and managed numerous NEPA studies from categorical exclusions, environmental assessments, to environmental impact statements for rural highways and urban freeway projects located throughout the State of Texas. He has served as Harris County Toll Road Authority’s Traffic Noise Consultant for the past 20 years. |
